Why 9.5, and why it isn't universal
The famous ×9.5 comes from CBSE: when the board moved to grades, it compared the grade distribution against the previous years' marks and found that students in each band averaged about 9.5 times their grade point. It is a statistical bridge, not mathematics — a CGPA of 9.2 'equals' 87.4% only in the sense that CBSE says it does for its own certificates.
Universities were never bound by CBSE's bridge, and many wrote their own: a flat multiply-by-ten is common, VTU notifies (CGPA − 0.75) × 10, and several universities publish class-boundary tables instead of formulas. The same 8.0 CGPA is 76% under CBSE's rule, 80% under ×10, and 72.5% under VTU's — a spread wide enough to change which cutoff you clear.
That is why the converter asks which formula to use rather than assuming one. The right choice is whatever the institution that issued your grades has notified — usually printed on the marksheet's reverse or the university's examination pages.
Where the converted number is asked for
Job portals and government application forms are the main consumers: they were built around percentages and often refuse to accept a CGPA. The safe practice is to convert with your institution's official formula and, where the form allows attachments or remarks, mention the formula used — 'CGPA 8.4, equivalent to 79.8% per CBSE ×9.5' reads as a candidate who did it properly.
Some recruiters and universities ask for a conversion certificate — a one-line letter from your college stating the equivalence. If a form's instructions mention one, the number this page produces should match that certificate, which it will as long as you selected the institution's own formula.
For eligibility cutoffs, note the direction of rounding matters: 59.85% does not clear a 60% cutoff. Forms compare the digits you enter; enter the unrounded figure this converter shows rather than rounding up.
The honest limits of any conversion
A converted percentage is an administrative equivalence, not a recovered mark. Grading compresses information — every CGPA of 9.2 maps to the same 87.4% whether the underlying marks were 85% or 91% — so no formula can give back what the grade discarded. Institutions know this, which is why the conversion certificate says 'equivalent to', never 'scored'.
When two authorities disagree — your board says one formula, the receiving institution's form says another — the receiver's instructions win for that form. Their form, their rule; your certificate simply supports the number.
